Jetragon stands out as the pinnacle Pal in Palworld. This dragon is not only an all-rounder but is also revered as the best mount available. With its lethal Fire Ball and Beam Comet abilities, Jetragon is a formidable ally in battles. To capture it, head to the Beach of Everlasting Summer, but be prepared; it's a Level 60 challenge. Bring Ice element Pals and ensure your Heat Resistance is at Level 2.

Another S-tier Pal is Bellanoir Libero, which boasts a Dark element and the powerful Siren of the Void passive ability, enhancing its Dark and Ice attacks. While it can't be used as a mount, it's a vital combatant against dragon-type Pals. Summoning it through the Summoning Altar is the only way to obtain Bellanoir Libero.
