Earning the Golden Moonlight Skin
The Golden Moonlight skin is a reward for reaching Gold tier in Competitive mode. Reaching Gold III is sufficient; Gold I or II are not required. Furthermore, subsequent rank decay to Bronze or even a seasonal rank reset (dropping seven tiers) won't affect your eligibility for the skin. As long as you achieved Gold in a given season, the skin is yours.
When the Skin Appears
Important: The Golden Moonlight skin isn't instantly awarded upon reaching Gold. It's granted at the conclusion of the season. Patience is key! Post-season purchase of this skin is unlikely, making competitive performance the sole acquisition method.
