To secure the Voivode’s letter of safe conduct, you must advance through the Miri Fajta quest at the Nomads’ Camp until the Voivode reveals that Marika is in possession of the letter. Return to Marika in Apollonia and assist her in repelling a pack of wolves.

Although Tibor isn't the toughest adversary, he excels at countering moves, making him a challenging opponent.
