You can find the Bull Mural in the Tombs section, accessible from the spawn area after you move the door to the tomb, revealing the room where the puzzle awaits.

Before tackling the Bull Mural puzzle, ensure you've Pack-a-Punched your gun and defeated a Shock Mimic to obtain a Monocle, which is essential for the subsequent steps in assembling the Ice Staff. Once you have the Monocle, head to the rightmost side of the tomb area where you'll notice purple lanterns.

Your first task is to shoot all the purple lanterns until the light in front of the Bull Mural illuminates.
