Find Honpoji Temple on the east side, then move west to reach Tamao's brewery. He's hiding inside, refusing to come out. Draw him out by smashing the barrels in the courtyard, and prepare for a confrontation.
Merchant Kanta

Not all merchants are willingly part of the Iron Hand syndicate. Merchant Kanta, found in the Mouth of Seta in the Omi region, is coerced into participation. You can choose to attack him or use the Observe mechanic to gather evidence of his forced involvement. Spare his life, and he'll become a captain in Imai Sokun’s merchant fleet.
Merchant Ginroku

Iron Hand
