The romance begins in Act 2. Here's a breakdown of the necessary quests:
Complete Ghost Town
This main job, following "Playing for Time," introduces you to Panam. Agree to help her retrieve her car and later assist with her revenge against Nash. At the Sunset Motel, choose dialogue options that show interest and lead to a flirtatious exchange, culminating in sharing a room.
Complete Lightning Breaks
This mission focuses on taking down a Kang Tao AV and kidnapping Anders Hellman. Dialogue choices are less critical here; focus on supporting Panam and completing the objectives.
Complete Life During Wartime
Following Lightning Breaks, this mission involves rescuing Mitch. Choose dialogue options that show empathy and support Panam, especially when defending her against Saul.
